The 61

In 1977, the U.S. Congress (through the Church Committee, etc.) passed a lot of restrictions on what the U.S. Central Intelligence Agency could do. It especially restricted the CIA from assassinating foreign leaders and from overthrowing foreign governments.  

As a result of this "taming" of the CIA, a new supranational super-secret private intelligence network was created in 1977 that was not under the control of any government but available to any government that wanted to access its services.  For security reasons this group initially didn't have a name, but within a few months it became known to insiders as "Six Eye", which was shortened to 6I and eventually also became known as "The 61".

So while the CIA was legally restricted in what it was allowed to do after 1977, "the 61" was not restricted by the laws of any nation. It could do whatever it wanted to in terms of assassinations, coups, mind control, etc. and state intelligence agencies like the CIA, MI6, the Mossad, etc. could use its services to do things they wanted to do without any oversight.
